New Delhi: Delhi Deputy Chief Minister Manish Sisodia accused former Deputy Governor Anil Bijal on Saturday of changing his stance on opening liquor stores in unauthorized areas and claiming that this resulted in thousands of rupees losing to the city government.

At a press conference in Delhi, Sisodia said he has sent the details of the matter to the Central Bureau of Investigation (CBI) and confirmed that there should be an investigation into the matter.

There was no immediate reaction from Bijal. “Under the new excise policy, 849 stores were to open across Delhi, including in unauthorized areas. LG did not object to the proposal and agreed to it,” Sisodia said.

However, on 15 November last year, two days before the policy was to be implemented, LG changed its position and provided a clause stating that permission from the Delhi Development Authority (DDA) and the Delhi Municipal Corporation (MCD) was required to open. Liquor stores are alleged in unauthorized areas. “As a result of this change of siding with LG, the shops cannot be opened in unauthorized areas, which resulted in a loss of revenue of thousands of crore to the government. On the other hand, the shops that opened saw huge income,” said the leader of a nihilistic public party.

Baijal was the LG when the government of Arvind Kejriwal prepared the new excise policy, which was implemented on November 17, 2021. The government has now withdrawn the policy and is preparing to manage the sale of liquor under the old tax system through its pledges from September 1.

Sisodia said the reason for Bijal’s change of position, which benefited some players and caused financial losses to the government, should be investigated. He added that it should also be investigated whether the former LG made the decision under pressure and whether any Bharatiya Janata Party (BJP) leader had anything to do with it.

The current LG, VK Saxena, has recommended a CBI investigation into the alleged violation of rules and procedural violations in the implementation of the 2021-22 excise policy, under which licenses were issued to private liquor retail businesses in the 32-district city.
